In 1966, while he is still a senior in high school, he worked at Manny’s Music Shop in Manhattan. Jimi Hendrix, who is a guitarist who was just starting out as a front man, which was introduced to Baxter at Manny’s music shop in Manhattan.

Later on, Baxter appealed to have filled in for the normal bassist of Jimmy James and the Blue Flames, a band lead by Jimi Hendrix, who was unable to make the gig. Baxter worked as a guitar technician and amplifier repairman at Jack’s Drum Shop on Boylston Street after relocating to Boston to pursue his education.

In 1968, as a member of the psychedelic rock group Ultimate Spinach, Baxter originally gained a large rock following.

For their third and final album, Ultimate Spinach III, Baxter joined the group. After leaving the group, he supported Buzzy Linhart’s vocals while playing with the Holy Modal Rounders. By this time, he was going by the name “Skunk,” though Baxter has kept the origins of the nickname a secret.

After Ultimate Spinach separated, Baxter moved to Los Angeles and found a job as a session guitarist.

In 1972, Along with guitarist Denny Dias, guitarist-bassist Walter Becker, keyboardist-singer Donald Fagen, drummer Jim Hodder, and vocalist David Palmer, he joined Steely Dan as a founding member.

Baxter performed on Steely Dan’s first three albums, Can’t Buy a Thrill which was launched in 1972, Countdown to Ecstasy in 1973, and Pretzel Logic in 1974. Rikki Don’t Lose That Number, the group’s highest charting tune, including his individual solo and guitar fills.

In 1974, Baxter learned of Becker and Fagen’s plans to retire Steely Dan from touring and work almost entirely with studio musicians when he was completing Pretzel Logic. To join The Doobie Brothers, who were traveling in support of their fourth album What Were Once Vices Are Now Habits, Baxter departed the band.

He had contributed pedal steel guitar as a studio musician to Vices and its predecessor, The Captain and Me, as well as “South City Midnight Lady.” 1975’s Stampede was Baxter’s debut album as a full-fledged member of the band. He made considerable contributions on the slide and pedal steel guitars as well as an acoustic interlude (“Precis”).

Doobie Brothers founder Tom Johnston was admitted to the hospital with a stomach complaint as he was getting ready to tour in support of Stampede. Baxter, who had previously collaborated with singer-keyboardist Michael McDonald in Steely Dan, recommended using McDonald to stand in for Johnston’s vocal duties. Johnston was still recovering when McDonald received an invitation to become a full-time member of the band.

The band’s sound changed as a result of McDonald’s vocal and songwriting contributions as well as Baxter’s jazzier guitar playing. With the albums Takin’ It to the Streets from 1976, Livin’ on the Fault Line from 1977, and most especially Minute by Minute from 1978, which spent five weeks at #1 in the U.S. and produced several hit singles, they went on to enjoy continued success. Baxter’s contribution to the album includes an extended solo at the conclusion of the closing track “How Do the Fools Survive?”

Baxter has performed on tour with Billy Vera and the Beaters, Elton John, Linda Ronstadt, and Billy Vera.

In 1990, Baxter became a member of the ensemble The Best, which also included vocalist Rick Livingstone, John Entwistle, Joe Walsh, Keith Emerson, and Simon Phillips. Before breaking up, the group shared a live performance video from Japan.
